Article 19, therefore, enshrines everyone’s right to freedom of thought and expression, ruling that the right to have thoughts without hindrance is the right to express that thought–verbally, in writing, in print, in artistic expression, or in any other form. This is a principle necessary for democratic community since it enables individuals to express themselves, criticize governmental activity, and join public discourse. Moreover, it calls to attention that freedom of expression is needed for a person to be developed and to seek the truth, that will lead to rich understanding in terms of ideas that will bring social progress and innovation. Among these is the issue on access to information and the right to seek, receive, and impart information and ideas freely.
